Working with individuals who hoard can be complex, and it’s not always clear when complaints or community tensions mask deeper issues of harassment, stigma, or exploitation. Recognising the signs that someone is experiencing antisocial behaviour, rather than perpetrating it, requires sensitivity, awareness, and joined-up working.

What will you learn?
This skills booster session aims to increase practitioners’ confidence in recognising when individuals with hoarding behaviours are not the perpetrators, but the victims of antisocial behaviour (ASB). It highlights the complexity of hoarding disorder, how stigma can mask genuine safeguarding concerns, and provides practical guidance on effective multi-agency working and victim-centred support.
This session will enable learners to:
- Understand how a person living in a hoarded home can be the victim of antisocial behaviour.
- Know how to identify when a person may be experiencing antisocial behaviour.
